Do they have a DELIVERY system that can deliver it beyond their own border, much less to say, Taiwan?  Or Honolulu?  Or Los Angeles?  Or Harrisburg?

Building an atomic egg is pretty easy, for a nation that cares more about such things than their own people starving to death.  Delivering it by '34 Ford flatbed, to any place WORTH blowing up?  THAT'S the tricky part...
