1. Meet folks, face to face at group shoots/local dinner meetings.
2. Exchange phone numbers and emails with those local to you. When you have free time, BS about this and that, make some basic plans and rally points. Go for hikes with your newfound 'crew', mock bug outs, and plenty of range trips.
3. ???
4. Profit!

As far as cooperative efforts of the PAZRT as a whole...I'd fall back on picking three or four 'Sector Embassadors' from each area, and let them hash out a system on the down-low. 'SE's can then report back to the unwashed masses in their sectors, and fill them in over a hearty meal of BBQ and bacon.

Yeah, did the first three. Haven't done the forth, but we are saving money together and a penny saved is a penny earned. The BBQ and bacon sounds awesome, and can only be washed down properly with beer. Getting more involved in your sector thread helps, too, by the way.
